چکیده

جنگ، به عنوان یکی از ویران‌گرترین پدیده‌های بشری، نه‌تنها امنیت و اقتصاد کشورها را تهدید می‌کند، بلکه سلامت جسمی و روانی میلیون‌ها انسان را نیز به مخاطره می‌اندازد. تجربه بحران‌های نظامی در کشورهای مختلف، از جمله در منطقه خاورمیانه، بار دیگر بر این واقعیت تلخ صحه گذاشته است که در نبود آمادگی، زیرساخت‌های سلامت اولین قربانیان در میدان نبرد خواهند بود. در این راستا، مدیریت سلامت در بحران‌های جنگی ضرورتی حیاتی است که باید در اولویت سیاست‌گذاری سلامت قرار گیرد.

مدیریت سلامت در شرایط جنگی مستلزم برنامه‌ریزی در سطوح مختلف پیشگیری، مداخله، درمان و بازتوانی است. پیشنهاد می‌شود راهکارهای زیر به‌عنوان بخشی از راهبرد ملی و منطقه‌ای برای ارتقای مدیریت سلامت در بحران‌های جنگی مدنظر قرار گیرند:1.. تدوین برنامه جامع سلامت در شرایط بحران با مشارکت نهادهای امنیتی، نظامی، بهداشتی و جامعه مدنی. 2. افزایش تاب‌آوری زیرساخت‌های سلامت از طریق تقویت پدافند غیرعامل، ذخیره استراتژیک دارو و تجهیز مراکز درمانی. 3. آموزش و توانمندسازی نیروی انسانی سلامت برای مقابله با شرایط بحرانی و اقدامات امدادی. 4. استفاده از فناوری‌های نوین مانند سیستم‌های هشدار زودهنگام، سلامت دیجیتال و شبکه‌های تله‌مدیسین. 5. ارتقای همکاری بین‌المللی و منطقه‌ای برای هماهنگی و هم‌افزایی منابع و اقدامات امدادی.

مدیریت سلامت در جنگ، موضوعی فراتر از پزشکی است. این یک چالش راهبردی، اجتماعی، و انسانی است که نیاز به همبستگی، آمادگی و تعهد جمعی دارد. امید است که در سایه توجه و اقدام جدی، بتوان از پیامدهای فاجعه‌بار جنگ بر سلامت انسان‌ها پیشگیری کرد.

War, one of the most devastating human phenomena, not only threatens the security and economy of countries but also endangers the physical and mental health of millions of people. The experience of military crises in various countries, including in the Middle East region, has once again confirmed the bitter reality that in the absence of preparedness, health infrastructure will be the first victims on the battlefield. In this regard, health management in war crises is a vital necessity that should be prioritized in health policymaking.

Health management in war situations requires planning at various levels, including prevention, intervention, treatment, and rehabilitation. It is suggested that the following strategies be considered as part of a national and regional strategy to improve health management in war crises: 1. Developing a comprehensive health plan in crises with the participation of security, military, health, and civil society institutions. 2. Increasing the resilience of health infrastructures by strengthening passive defense, strategic drug storage, and equipping medical centers. 3. Training and empowering health human resources to deal with crises and relief efforts 4. Utilization of new technologies, including early warning systems, digital health, and telemedicine networks. 5. Promote international and regional cooperation to coordinate and synergize resources and relief efforts. Health management in war is a subject that goes beyond medicine. It is a strategic, social, and human challenge that requires solidarity, preparedness, and collective commitment. It is hoped that with serious attention and action, the catastrophic consequences of war on human health can be prevented.
